I'm seeing the same thing. Just a few minutes ago, I was getting _very_
slow performance from an idle proxy. No traffic on the link between the
proxy and the webserver. No load on the webserver. No load on the proxy
test boxes. No traffic on the link between the client and the proxy.

2Kbyte page == 4.5 minutes load time. :(

It spent pretty much 2 minutes sitting there doing nothing. The next 2+
minutes the browser reported 'transferring data from...', the last
couple seconds, zap(!) all done.

When it's doing this, similar things happen with other url's requested.
After that, everything seems to get back on track again.
